Actually it was a boy, with a baby bottle hanging from his mouth.
Might have been Hindu, I suppose.

The perp's name is Mohammad Musa.
So he is obviously a Muslim. In the video, it shows him walking. For a 9 months, I am very impressed on how well he walks. It also looks like he can throw a rock no problem. Anyway, according to the video, he is out on bail. Wonders never cease.
