I despise that 'get out of jail card' - not criminally responsible. You can argue all killers are insane so it means they all can walk free once deemed by some idiot parole board to be no longer a danger to society. I point out as an example that Montreal doctor who killed his two kids and is now out after a shameful short time locked up. He even wants to renew his practice.
If parole boards were made responsible for any crimes committed by the perps they release, I suspect the problem would clear up almost immediately.
