A stubble jumper is a prairie farmer. I'm from Saskatchewan and my dad was a farmer, so the name is apt. "Redneck" needs no explanation. It's anyone who disagrees with a lunatic leftie. This damn blogger thing just erased a comment I worked on for about 10 minutes. :-(
Bottom line, to eliminate corruption, Parliament must impose annual independent auditing requirements by a chartered accounting firm, different firms every year, resulting reports publicly posted and mailed to all adult band members. Also, a govt whistleblower hotline for band fraud, with all complaints to be investigated and results compiled into the next audit.

Now that was my fault.
So, what do you think of my recommendations? I just think that with the huge amounts of tax monies being doled out, it's crazy to exempt them from the same types of controls and audits that all other big government expenditures have. Exempting them from normal from normal financial audit controls is basically inviting corruption.
I think they are good ideas.
For some reason I have a vague notion in my otherwise empty head that they are already required to do that.
Another thing that should be required is the government should set a per capita rate for their funding, and the bands should be required to submit a proposed budget if they expect to get anything.
The audit should be compared to the proposed budget and the bands should be required to explain and justify where and why they had to deviate from it.
If they go in the hole, next year's payment should be deducted by the equivalent amount.
And the proposed budget should not exceed the per capita allotment, of course.
